Prime Minister Justin Trudeau says Ottawa and the provinces are still working out how to combine forces on a national strategy for improving COVID-19 testing and tracing the contacts of people infected with the novel coronavirus. He says some provinces clearly need more support and others in good shape now might need to rapidly increase their capacity if they see fresh outbreaks.
